A nearly eight-year delay, attributable solely to the justice system, in transmitting a conviction that resulted in suspension of driving privileges would simply be an additional punitive measure imposed long after appellee had completed his sentence, such that appellee was entitled to have his suspension vacated. Order of the trial court affirmed.
