Moody’s Investors Service has jumped Pennsylvania’s credit rating one level from “negative” to “stable,” citing the recently approved state spending plan for Fiscal Year 2016-17.

In its rating update, Moody’s said that Pennsylvania continues to make steady progress toward better funding of its pension liabilities. But it also acknowledged that Pennsylvania is likely to continue struggling to balance its budgets in future years.
