In the wake of police shootings in the past week of African-American men in Tulsa, Oklahoma, and Charlotte, North Carolina, the Philadelphia Bar Association has urged the General Assembly to move on a bill that would appoint a special prosecutor to investigate such cases.
SB 400 has been dormant in the Senate Judiciary Committee since February 2015, but attention on civilian deaths during encounters with police has intensified in the meantime, and its prime sponsor, Sen. Art Haywood, D-Montgomery, said he is increasingly optimistic about its likelihood of passage. Haywood said it would be one piece of a larger push to restore the public’s trust in law enforcement. He said the appearance of bias and conflicts of interest is contributing to the problem.
