The Pennsylvania Department of Health on Tuesday announced that a task force reviewing nursing home regulations has recommended a “philosophical shift” in industry oversight to focus on residents’ quality of life rather than the quality of facilities.

The department will need to work with legislators to recommend new laws, revise its current regulations and retrain its staff for the fundamental changes to the system, Health Secretary Dr. Karen Murphy said. With a new rule preventing federally funded nursing home facilities from forcing binding arbitration of disputes and the growing threat of care-related lawsuits, industry members said the prospect of increased regulation is concerning.
