Following the court decision that granted the motion by for judgment on the pleadings by a local business, in which both the validity of the municipal lien and the effort to collect underbilled past charges were questioned, the municipality appealed to the Commonwealth Court. The court reviewed the municipality’s concise statement of matters on appeal and its arguments in granting the motion, for the benefit of the appellate court.
