An employee of a vehicle emission inspection station took short cuts by using a donor vehicle and keeping incorrect records in the inspection database. Although the station owner was not aware of the employee’s actions and took remedial steps as soon as he became aware, he was by statute liable for the employee’s actions. The station’s license was suspended for issuing fraudulent inspection stickers and fraudulent recordkeeping. The owner appealed, but case law and statute strict interpretation required the finding. The court’s order should be affirmed.
