A federal judge has ruled the court cannot enforce a settlement in the case of a disabled student suing a school for not providing an individualized education plan to meet her needs.

U.S. District Judge Gerald A. McHugh of the Eastern District of Pennsylvania said in a case of first impression that the court lacked jurisdiction to handle the case of the plaintiff identified as Latisha G., who filed the lawsuit against Pennsylvania Leadership Charter School in Chester on behalf of her daughter, T.L.
