Lawyers for Uber Technologies Inc. asked a Pennsylvania court Thursday to cut a “grossly disproportionate” and “irrational” $11.4 million regulatory penalty to no more than $190,000.
The Pennsylvania Public Utility Commission had no authority to levy the penalty—the agency’s largest-ever—because Uber is a technology company, not a state-regulated transportation carrier, the company argued in a brief. The commission brought charges in May over Uber’s operation in Pennsylvania without regulatory authority.
