State senators introduced SB 138 in Harrisburg, which would amend the Oil and Gas Lease Act to clarify the process by which lessors can request payment information from lessees.

According to the proposed amendment, a lessee is a person that has obtained the right to “explore, drill, stimulate, produce, market or sell oil, gas or natural gas liquids” and a lessor controls the rights and gives a lease to drill, produce or sell gas or oil.
