The Pennsylvania Superior Court has ruled that the Pennsylvania State Police does not have to hand over a report related to its investigation of a Bucks County restaurant fire in a coverage fight between the restaurant owner and its insurer.

The ruling did, however, raise the question of whether the Criminal History Record Information Act (CHRIA), which prohibits the dissemination of criminal investigative documents to anyone other than criminal justices agencies, creates an absolute privilege.
