Zoning board properly granted a special exception to allow property to be used as a non-medical program facility because applicant met all the requirements for a special exception and appellant, which contended that the proposed facility would be a detriment to the neighborhood, failed to meet its burden of proof and presented no evidence of specific safety or parking concerns. Affirmed.
