Trial court reversed hearing officer’s upholding of the penalty imposed on cab company for the absence of a protective shield between driver and back seat as required by PPA regulations and the court upheld that reversal, but on other grounds, because PUC regulations did not require partial rights operators to have a shield and if cab was operating outside its PUC designated service area, it should have been subject to penalties for that. Affirmed.
