The Commonwealth Court correctly held that, under the first prong of the Dept. of Gen. Serv. v. Ogontz Area Neighbors Ass’n, 483 A.2d. 448, analysis, the statutory language and legislative scheme of the enabling legislation showed that the legislature intended to exempt SEPTA from the jurisdiction of the Philadelphia FPO. Affirmed.
