Trial court properly reversed the school board’s expelling of a student under the rule forbidding weapons at school for stabbing another student with a pencil because a pencil was not a “tool,” “instrument” or “implement” for the purposes of the rule regardless of whether it was capable of inflicting serious bodily injury. Affirmed.
