Charter school was entitled to payment for its 2014-2015 school year reconciliation under §1725-A(a)(5) of the CSL because that section established a mandatory, non-discretionary duty on the department and the department’s retroactive application of a previously-undocumented significant policy change based on Chester Community Charter Sch. v. Dep’t of Educ., 44 A.3d 715, was ineffective in this case. Preliminary objections overruled as moot.
