The state Supreme Court ruled in 2011 that Cozen OConnor had standing to challenge a Philadelphia Board of Ethics finding regarding legal fees being paid through campaign donations, but now a trial judge ruling on the merits has found against the firm.
Since 2008, Cozen OConnor has been asking the Board of Ethics and several courts to allow U.S. Representative Bob Brady to pay with post-election campaign funds nearly $450,000 in legal bills incurred through fighting off a 2007 mayoral ballot challenge. Or, in the alternative, the firm wanted to be able to forgive the bills at once, in toto, without violating annual city campaign finance limits.
