A report two years in the making that will serve as a benchmark to measure the effectiveness of new practices aimed at reducing recidivism has been released, the Juvenile Court Judges Commission announced.

“We followed everyone who left the juvenile system two years ago to see if they came back to the juvenile or criminal system,” Justine Fowler, program analyst for the commission, said. “We’ll complete a report every year from here on out.”
