President Bush is expected to announce three nominations today for seats on the Eastern District of Pennsylvania bench, and sources say the most likely candidates are Duane Morris partner Michael M. Baylson, Philadelphia Common Pleas Judge Legrome D. Davis and Bucks County Common Pleas Judge Cynthia M. Rufe.

Sen. Arlen Specter scheduled a news conference for 9:30 this morning at 30th Street Station to comment on the nominations. But Specter’s office refused Tuesday to release the names of the nominees.
