Attempting to reduce “quality-of-life crimes” like vandalism and disorderly conduct, the city has opened the Philadelphia Community Court, which will emphasize community service and behavioral treatment as an alternative to probation or jail in the disposition of summary and misdemeanor offenses.

The court, a joint project of the Municipal Court, city, Center City District, and a nonprofit association of area businesses, began operation Feb. 25 but announced its opening yesterday at a news conference and ribbon-cutting ceremony.
