More than a quarter century after he first joined the office, Joseph W. Carroll was appointed Chester County District Attorney by the county’s Common Pleas judges.
The judges’ unanimous decision followed the withdrawal of three other candidates for the office during a public meeting at the Chester County Courthouse on Friday morning.
