A Montgomery County lawyer who confessed to using trickery and illegal tactics to collect medical debts and then cheating his doctor clients by not turning over all the money he collected has lost an appeal that complained his prison term was too stiff.
Attorney Steven B. Zats pleaded guilty to mail fraud and tax charges and was sentenced to 33 months in prison by Senior U.S. District Judge Jan E. DuBois, who sided with the government and enhanced the sentence due to the vulnerability of Zats’ victims.
