Pennsylvania gubernatorial candidates Mike Fisher and Ed Rendell were scheduled to meet for a discussion on merit selection yesterday morning, giving members of the Philadelphia legal community a chance to hear the would-be governors lay down their plans for switching Pennsylvania to a merit-based system.
But the campaign trail instead called Rendell to the western part of the state.
