The Pennsylvania State Ethics Commission cannot regulate the practice of law by former public attorneys, an en banc Commonwealth Court has ruled.
The commission last March issued an opinion ruling that “Section 1103(g) of the [Public Official and Employee Ethics Act] applies to restrict a former public official/public employee who is an attorney, even as to legal representation before the governmental body,” for one year after public employment.
