SACRAMENTO — Alameda County Superior Court Judge Tara Flanagan was admonished by the state's judicial discipline agency Tuesday for failing to report the actual source of $25,000 in loans to her successful 2012 campaign.

The Commission on Judicial Performance said Flanagan's friend and campaign treasurer, Carol Pranka, gave her checks for $10,000 and $15,000 between March and May 2012 to aid her effort to win a contested race for an open seat on the Alameda County bench. Although the money was intended as a loan to the campaign, the checks were made out to Flanagan, and she deposited them in her business and personal bank accounts.

Later, Flanagan wrote personal checks to her campaign in the same amounts—$10,000 and $15,000—and recorded the contributions as loans. Flanagan won her race in the June 2012 primary, securing 51 percent of the vote.
