The court of appeals reversed a district court judgment. The court held that the district court erred in concluding that trial counsel was prejudicially ineffective for failing to present evidence of the brutal conditions endured by defendant during two years of incarceration in Alabama's notorious Mt. Meigs reform school.

Jesse Andrews was tried before a California jury on three charges of first degree murder. The jury found Andrews guilty with special circumstances and sentenced him to death.
