The court of appeals affirmed in part and reversed in part a judgment and remanded. The court held that the individual education plan (IEP) for an autistic students transition into public school was deficient in multiple respects.

Minor J.B. attended a private school for students with aurism. While he was a student there, the Hawaii Department of Education developed an IEP for J.B.'s transition to public kindergarten.
