SAN FRANCISCO — A panel of the U.S. Court of Appeals for the Ninth Circuit on Wednesday afternoon heard oral arguments in a case that challenges arbitration agreements between Uber Technologies Inc. and its drivers as violating the National Labor Relations Act.
