The court of appeals reversed in part a judgment, and dismissed in part an appeal. The court that a school district's purported violation of state due process guarantees did not constitute a federal due process violation.

Robert Roybal worked for eight years as a principal or assistant principal for the Toppenish School District. In May 2014, the district gave Roybal notice that it was reassigning him to the position of teacher, with an approximately 40 percent reduction in salary, effective the 2014-2015 school year. Roybal was invited to meet with the school board regarding the reassignment, which he did. The board upheld the district's decision. Roybal sued the district and district superintendent John Cerna under 42 U.S.C. §1983, alleging they reduced his salary without due process and retaliated with him for consulting an attorney.
