David Strong left Morrison & Foerster, where he was a co-chair of the tax practice, for Wilson Sonsini Goodrich & Rosati in Palo Alto. He joins Wilson Sonsini as a partner in the tax and tax equity practice. Strong has experience with mergers and acquisitions, joint ventures, private equity and venture capital investments, restructurings and distressed situations.

Burlingame-based Barulich Dugoni & Suttmann Law Group announced that it promoted Chelsea J. Suttmann to managing director of the firm. Suttmann began working for the firm eight years ago and focuses her practice on estate planning, serving as the firm's estate administration department leader. She replaces Barulich Dugoni founder Paul J. Barulich, who will continue to practice at the firm.

Higgs Fletcher & Mack added two new attorneys in its San Diego office—partner Kevin Wheeler and attorney Ethan Shakoori. Wheeler was previously general counsel at investment company Stockpile, and Shakoori was previously an intern and law clerk with Higgs Fletcher & Mack. Wheeler will work in the firm's securities, regulation and enforcement and employment practice groups, and Shakoori will work in the health care law, tax law and bankruptcy practice groups.

Intellectual property lawyer John Ulin joined Los Angeles-based TroyGould as a member. Ulin litigates copyright and trademark cases, as well as general commercial disputes. Prior to the move, he was a partner at Arnold & Porter Kaye Scholer.

Jones Day brought on Lin Kahn as a partner in its antitrust and competition law practice and Robert Huie as of counsel in its investigations and white-collar defense practice. Kahn, most recently an attorney with the Federal Trade Commission, focuses her practice on antitrust litigation and government investigations. Huie joins the firm after serving as an assistant U.S. attorney in the Southern District of California and has experience with matters relating to fraud, bribery, money laundering, drug trafficking and border crimes, and threats to public officials. Kahn is based in San Francisco, and Huie is based in San Diego.
