A California appeals court found the government does not have to follow a court order that required the U.S. Census Bureau to bypass a Dec. 31 deadline set by Congress to wrap up census operations.

The Sept. 24 preliminary injunction prohibited the bureau from enforcing a plan that would have ended census field gathering and processing ahead of schedule.
