A pattern emerging around the U.S. Court of Appeals for the Ninth Circuit’s decisions on whether to rehear cases en banc indicates that the famously left-leaning court could be on the verge of a power shift.

In the last four years, President Donald Trump has filled the Ninth Circuit with 10 appointees, but Trump’s judicial legacy also can be found in which jurists are dissenting to en banc rehearing denials.
