Gov. Gavin Newsom on Monday signed historic legislation that will raise caps on noneconomic damages in medical malpractice cases for the first time since California enacted limits 47 years ago.

The new law, which takes effect in January, represents at least a temporary end to a political feud between the plaintiffs bar and consumer groups against doctors and insurers that had become endemic to Sacramento politics.
