One week after the presiding justice of the Third District Court of Appeal was forced to retire over a decadelong "pattern of delay' in disposing of cases, Chief Justice Tani Cantil-Sakauye announced on Thursday that she's forming a working group to scrutinize how the state's courts of appeal handle their caseloads.
