The report by the Judicial Council said courts in Riverside and San Bernardino counties need 52 more judicial officers to handle their caseloads. But some courts, including several in the Bay Area, have more judges than their workload warrants, the report concluded.

California needs almost 100 new judicial positions to handle the existing caseload in its trial courts, with more than half of that need coming from the Inland Empire, according to a report released Tuesday by the Judicial Council.
