A report by Adams, Duerk & Kamenstein said former bar Deputy Executive Director Robert "Bob" Hawley "undercut the independence" of private attorneys retained to investigate complaints against lawyers when the state bar had a conflict of interest.

A former state bar executive ghostwrote as many as seven lawyer discipline reports, including at least one involving disgraced attorney Tom Girardi, that were supposed to be handled by outside counsel, according to a report the California state bar released Wednesday.
