A Southern California attorney already facing possible disbarment for his alleged role in a Los Angeles utility scandal is the subject of new allegations that he plotted to hack the personal phone and email accounts of a judge and a lawyer.

In a disciplinary filing announced Friday, lawyers for California’s state bar allege Michael Libman in spring 2020 contacted an Israeli operative about hacking the accounts of Los Angeles County Superior Court Judge Elihu Berle and attorney Brian Kabateck. Berle had replaced Libman with Kabateck as class counsel for Los Angeles Department of Water and Power ratepayers suing the utility for a botched billing system rollout.
