Lawmakers on Thursday are expected to send Gov. Gavin Newsom urgency legislation that will overhaul the way Labor Code claims are litigated in California and fend off a related ballot fight.

The two-bill package developed over months of negotiations among the governor’s office, plaintiffs attorneys, business groups and organized labor represents the most fundamental changes that have been made to the Private Attorneys General Act, or PAGA, since the law was enacted 20 years ago.
