An imprisoned former lawyer on Thursday accused former Los Angeles City Attorney Mike Feuer of playing a key role in the scheme to settle a big-dollar ratepayer lawsuit against his city on favorable terms.

Testifying at the professional misconduct trial of Tarzana attorney Michael Libman, Paul O. Paradis said Feuer knew about efforts to flip a lawsuit he filed against PricewaterhouseCoopers over a failed L.A water billing system into a class action against the city that could be settled quickly. The city attorney’s office had retained Paradis in 2014 to help with litigation related to the utility, knowing that he represented ratepayer Antwon Jones in a suit against Pricewaterhouse, the city-hired vendor behind the botched billing system.
