A litigant who wants to disqualify a judge for perceived bias must act quickly and not wait months or even years until an advantageous time during proceedings, the California Supreme Court held Monday.
In a unanimous 42-page opinion that delved deeply into statutory language formation, the high court rejected petitioner North American Title Co.'s argument that it was entitled to file a disqualification motion against a judge for comments he made two years earlier.
