B.R. was the biological father of the minor O.M. B.R. and the child’s mother, L.T., were never married and never lived together, although B.R. had expressed his desire to raise the child with L.T. once they discovered that L.T. was pregnant.
B.R. had a history of drug use and numerous criminal convictions. Shortly after L.T.’s pregnancy was confirmed, B.R. was arrested for a parole violation. L.T. broke off seeing B.R. soon after he was released from prison several months later. B.R. made some attempts to contact B.R., but he was not successful.
