Even though neither was ever declared an unfit parent, a Yolo County woman identified in court records only as Armida C. and a Ventura County man dubbed Ronald D. had their young girls taken away and given to close relatives to raise.
Both adults were casualties of a 2003 state statute allowing the termination of parental rights if a child has been in a guardianship arrangement for at least two years, no matter the fitness of the parent in question. The statute essentially allows the guardianship to become permanent in the interest of stability for the child.
