SAN FRANCISCO — State agencies got a double dose of relief Monday when the California Supreme Court issued separate rulings that will prevent administrative conflicts and ease the criteria for internal investigations.

Both cases had been widely watched by attorneys for a host of state and local agencies, as well as a variety of trade associations, most of whom feared adverse rulings could stymie the way government agencies conduct business.
