SACRAMENTO — In baseball they have the Mendoza line, an unofficial euphemism for a bad batting average — usually one hovering around .200. Fall beneath the Mendoza line as a major leaguer and you’re usually booted back to the minors, or worse.

State government has its own version of the dreaded Mendoza line. Call it the 20 percent list. And just like slumping sluggers who fear the Mendoza tag, state employees don’t want to be anywhere near that list.
