The Sixth Appellate District denied a petition for extraordinary writ. The court held that residents were not precluded by the California Public Records Act from prosecuting against a county an illegal-expenditure action under Code Civ. Proc. §526a over the county’s practices regarding their requests for access to its records.

Janice and Ronald Naymark and others (collectively, the Naymarks), residents of the County of Santa Clara, were also real-property owners and taxpayers there.
