SAN FRANCISCO — Eleven months ago today, Gov. Arnold Schwarzenegger made his last appointments to the state’s appellate courts, naming two justices to Los Angeles’ Second District Court of Appeal and elevating one.

Since then, retirements, a death and an elevation have created nine vacant seats on the six appellate courts, with the Second District and San Francisco’s First District facing the biggest shortages — three empty seats each.
