SAN FRANCISCO — As the preliminary hearing for one of San Francisco’s most politically charged murder cases in years drew to a close Thursday, key questions still lingered.

Judge Teri Jackson will decide Monday whether Edwin Ramos, an alleged killer of a father and two sons, should face trial. If she decides he should, District Attorney Kamala Harris’ office enters a delicate stage.
