LOS ANGELES — On June 30, the U.S. Environmental Protection Agency waived the Clean Air Act pre-emption and allowed the state of California to impose more stringent greenhouse gas emission standards on automobiles beginning with the 2009 model year.
Under the Bush administration, the EPA denied a similar waiver request.
