The court of appeals affirmed a judgment of the district court. The court held that naval calculations measuring the effects of explosive ordnance stored at a base near Puget Sound were exempt from disclosure under the Freedom of Information Act.

Washington’s Naval Magazine Indian Island (NMII) is a small island located in Puget Sound. It is used to store and transship munitions, weapons, weapon components, and explosives for federal departments, agencies and allied forces. The Navy is responsible for all operations on NMII.
