SAN FRANCISCO — Environmental regulatory lawyers are hustling to help clean-energy clients qualify for stimulus funds, but tight federal deadlines are making it hard to get environmental reviews done.
Under some programs set up by the federal stimulus package, companies must break ground before the end of 2010, which means many applicants should have started the complex environmental review process six months ago.
