The court of appeals dismissed a petition for review of an order of the Board of Immigration Appeals. The court held that an alien convicted in Hawaii of possession of drug paraphernalia had committed an offense that related to a controlled substance for purposes of removal and that the court therefore lacked jurisdiction over his petition for review.

Romualdo Bermudez was a native and citizen of the Philippines who was admitted in 1973. In 2006, Bermudez was convicted in Hawaii for violation of the state’s drug paraphernalia statute, namely, possession of a pipe and/or packets that were used for and with methamphetamine.
